Shukhrat Makhmutovich Tokhtasimov was born on September 6, 1960 in Tashkent.
In 1978, he graduated from the Tashkent Choreographic School.
In 1980-1984 – he was a ballet dancer at the Alisher Navoi State Academic Bolshoi Theater.
In 1984-1988, he studied at the State Institute of Theater Arts in Moscow at the Faculty of Choreography, from which he graduated with a degree in teacher-choreographer.
In 2002, he was awarded the Shukhrat Medal.
In 2008-2010, he worked as the head of the department “Special Classical Dance”.
In 2011, he was the head of the Department of “Choreography”.
In 2012, he was appointed acting rector, and in 2015, by a resolution of the Cabinet of Ministers of the Republic of Uzbekistan, he was confirmed as rector of the Tashkent State Higher School of National Dance and Choreography (from February 4, 2020 – the State Academy of Choreography of Uzbekistan).

Oʻzbekiston Respublikasi qonunlari, Oʻzbekiston Respublikasi Prezidenti farmonlari va farmoyishlari, Yangi Oʻzbekistonning Taraqqiyot strategiyasi, Oliy Majlis va Vazirlar Mahkamasining ta’lim va tarbiya sohasidagi qarorlarini amalga oshirishni tashkil etish;

Davlat ta’lim standartlari asosida ta’lim-tarbiya va ma’naviy-ma’rifiy ishlarni tashkil etishni ta’minlash;

Yuqori tashkilotlarning buyruqlari, farmoyishlari va koʻrsatmalarini, ma’naviy-ma’rifiy jarayonlariga oid masalalar boʻyicha Ijtimoiy majburiyatni olishi, OTM Kengashi qarorlari va rektor buyruqlarining ijrosini tashkil etish;

Talaba-yoshlaming ijtimoiy faolligini kuzatib borish va mutasaddi tashkilotlar (IIV, Milliy gvardiya, Bosh prokuratura, DXX, FVV, Mahalla va oilani qoʻllab-quvvatlash vazirligi, Yoshlar ishlari agentligi va boshqalar) bilan hamkorlikda ishlarni tashkil etish;

OTM sport-sogʻlomlashtirish, maishiy xizmat, ovqatlanish, dam olish, madaniy hordiq chiqarish tizimlarining uzluksiz va sifatli ishlashishini ta’minlash masalalarini nazorat etish;

Iqtidorli yoshlarni qidirish, saralash va ular bilan ishlash jarayonlarini boshqarish va ularga koʻmaklashish, talaba va yoshlar orasidan O‘zbekiston Respublikasi Prezidenti, Navoiy, Beruniy, Ulugʻbek, Ibn Sino va boshqa nomdagi nufuzli stipendiya sovrindorlarini tayyorlash jarayonini boshqarish;

OTM “Odob-axloq kodeksi” va “Ichki tartib qoidalari”ni buzgan talabalar, professor-oʻqituvchilar hamda xodimlarga nisbatan chora koʻrish, ular bilan shartnomani bekor qilish boʻyicha takliflar kiritish;

OTM tarkibiy tuzilmalariga yoʻnalishdagi vazifaning mohiyatidan kelib chiqqan holda topshiriq berish, uning ijrosini talab qilish, shuningdek ushbu yoʻnalishda berilgan topshiriqlarni bajarmagan yoki e’tiborsiz munosabatda boʻlgan xodimlarga nisbatan tegishli choralar koʻrish boʻyicha rektorga taqdimnoma kiritish;

O‘zbekiston Respublikasi Prezidenti va hukumati tomonidan qabul qilingan farmon va qarorlar mazmun-mohiyatini talabalarga, professor-oʻqituvchilarga oʻz vaqtida tushuntirish ishlarini tashkil qilish. Buning uchun doimiy huquqiy savodxonlikni oshirish maxsus kurslar tashkil etish, turli mavzulardagi ma’naviy- ma’rifiy uchrashuvlar, bahs-munozaralar, muloqotlar, suhbatlar, savol-javob kechalarini uyushtirish;

Vazirlikning ma’naviy-ma’rifiy masalalar boʻyicha qabul qilgan hujjatlarini oliy ta’lim muassasasi jamoasiga oʻz vaqtida yetkazish va ulardagi tadbirlarning bajarilishini ta’minlash;

Huquqiy tarbiyani amalga oshirish va huquqbuzarlikning oldini olish maqsadida huquq-tartibot idoralari bilan hamkoriikda ishlash;

Mamlakat va xalqaro hayotga oid axborotlarni keng jamoatchilikka, pedagoglar va talabalarga yetkazish tizimini tashkil etish;

Ma’naviy-ma’rifiy masalalarga oid ilmiy, uslubiy va amaliy adabiyotlar, qoʻllanmalar tayyorlash hamda ularni chop ettirish ishlarini yoʻlga qoʻyish;

  • Implementation of the laws of the Republic of Uzbekistan, presidential decrees and orders, decisions of the Supreme Assembly and Cabinet of Ministers in the field of education and training, regulatory legal acts of the ministers of higher and secondary special education, instructions;
    Management and coordination of financial and economic affairs of the Institute;
    Plan-management and coordination of the work of the financial department, accounting, economic, as well as other departments attached on the basis of the rector’s order;
    Organization, management and coordination of construction repair, improvement and greening work;
    In the framework of the possibility of the existing material and technical base of the institute, additional paid services (publishing, household services, paid training courses, rent, sponsorship, dividend, etc.k) to expand the attraction of extra-budgetary funds by establishing and, through this, to develop proposals for the material promotion of professors and working servants;
    Formation of non-budgetary funds and other special non-budgetary funds from the training of students on a fee-contract basis;
    State budget, development of estimates of income and expenses of funds received from the training of students on a fee-contract basis and found on the basis of entrepreneurs, ensuring their registration from the Ministry of Finance;
    Control over the implementation of estimates of expenses, financial economic activity, accounting of foreign exchange transactions of the Institute;
    Organization of activities for attracting investments in the Institute, reconstruction and capital repair of existing buildings and structures, consideration of project – estimate documentation, conclusion of contracts, acceptance and quality control of work performed;
    Organization of proper compliance with the state, budget and accounting discipline and control of accounting and reporting;
    Development and implementation of measures for the rational and economical use of budgetary and extra-budgetary funds, as well as types of utilities;
